Purpose

To play a key role within the Hot Cell and Radwaste Section, which is primarily to ensure the oversight of the design and construction of the Tokamak Assembly Preparation Building (TAPB) and Hot Cell Complex (HCC) Buildings. These buildings and infrastructure have both chemical and nuclear safety functions.

The scope of work also includes ensuring that the Project objectives are pursued in terms of function, cost, schedule and nuclear/industrial safety compliance.

Works closely with the Building, Infrastructure and Power Supplies Project Team (BIPS PT) and the ITER Safety Department for the generation, issuance, approval and propagation of Nuclear Safety Requirements in compliance with IO procedures;

Takes a leading role in the review of the structural design of the TAPB and HCC Buildings as produced by the ITER Organization, Domestic Agencies (DA) and associated contractors.

Main duties/Responsibilities

  • Generates acceptance plans, conducts technical reviews and writes acceptance reports for the HCC design as prepared by the DAs and their contractors;
  • Leads meetings relating to the design and construction of the TAPB and HCC whilst ensuring full traceability of activities and recommends the formal acceptance of designs by the IO Organization in their capacity of Nuclear Operator under the French law;
  • Act as Technical Responsible Officer (TRO) for selected contracts, either for engineering or construction activity;
  • Prepares, updates and manages technical documentation as per the IO’s requirements for the TAPB and HCC related site infrastructure;
  • Undertakes on-site oversight activities and audits them to ensure that construction activities are carried out in accordance with approved supervision plans;
  • Reviews civil works’ contractor’s control plans and as appropriate, makes interventions and drafts supervision plans:
  • Leads the on-site supervision of civil construction works and in turn, develops & reviews associated records and reports;
  • Analyses and prepares technical impact assessments of Project Change Requests and Deviation Requests as raised by the DAs and contractors, in addition to conducting technical reviews of Non-Conformance Reports;
  • Ensures the proper implementation of IO’s management policies, procedures and working instructions, in particular those relating to Quality Assurance and safety, whilst taking into account the specific requirements of the French law pertaining to Nuclear Installations;
  • May be required to work outside normal working hours, including nights, weekends and public holidays;
  • May be requested to be part of any of the project/construction teams, task force, working group and to perform other duties;
  • Reports to the Hot Cell and Radwaste Section Leader.

Measures of effectiveness

  • Gets approval of TAPB and HCC structural designs via acceptance report approvals and Hold Point clearances;
  • Completes technical responses within an assigned timeframe, including responses to Requests for Information;
  • Achieves design and construction of TAPB & HCC in respect with defined requirements for safety & quality control, scope, costs and schedule;
  • Ensures that TAPB and HCC Nuclear Safety Defined Requirements documents are kept up to date, and approved;
  • Drafts technical documents that are subsequently reviewed and approved successfully;
  • Contributes to a high standard in technical meetings and receives positive feedback from stake holders and managers;
  • Drafts and issues accurate meeting records.

Level of study

  • Master or equivalent degree.

Diploma

  • Structural or Civil Engineering.

Level of experience

  • At least 5 years.

Technical experience/knowledge

  • At least 5 years' experience in the field of civil/structural engineering, with a strong level of competence in both design and construction oversight within a nuclear environment;
  • Good experience of design and construction within a nuclear environment and to specific internationally recognized standards applicable to the Nuclear Buildings Industry such as GS-R-3;
  • Experience of design and construction within the framework of the specific French Nuclear Safety regulations and/or Eurocodes would be beneficial;
  • Experience of implementing rigorous Quality Assurance procedures and management of associated documentation would be beneficial;
  • Experience of project management concepts such as scheduling, earned value management, etc. would be beneficial.

Others

  • Good working knowledge of MS Office suite of software.
  • Knowledge of technical software such as CAD, CATIA, ROBOT and/ or ANSYS would be an advantage.
