Main Purpose

Reporting to the Section Head PDIC, the Unit Head supports the Division of Nuclear Security on programme and project formulation, output delivery, implementation and results based evaluation and reporting. The Unit Head coordinates across the Division and other relevant stakeholders to ensure the timely and accurate preparation of the Division of Nuclear Security’s programme, budget and reporting, including activities carried out under the Nuclear Security Fund. They advise on and approve fund allocation and fund matching, balancing Member States’ requests with donor contribution agreements and conditions. The Unit Head monitors the programme and budget process, from planning to implementation and reporting, providing guidance for an effective and efficient results-based management of financial resources. The Unit Head utilizes a results based programming approach to provide Member States with high quality, well-focused and timely information on programmatic activities and to monitor and report on outcomes and achievements. Within the context of IAEA’s Partnership and Resource Mobilization Policy, the Unit Head will ensure the Unit applies a coherent resource mobilization plan for the Nuclear Security Fund (NSF), actively liaise with internal and external partners in the implementation of this plan and ensure systematic and transparent reporting on fundraising and related communication activities and results.

Role

Under the overall guidance and leadership of the Section Head PDIC, the Unit Head coordinates the Team, managing activities funded from donor contributions to the Nuclear Security Fund, including the establishment of plans, budgets and formal contribution agreements for existing and new funding. The Unit Head also ensures monitoring and evaluation of the progress and result of work and its outcome, also ensuring the production of reports on activities implemented. They are a senior liaison officer with Member States providing contributions to the NSF.

Functions/Key Results Expected

  • Reporting to the Section Head PDIC, to lead in strategy development, coordination and programme planning for the Programme, Budget and Reporting Unit;
  • Provide guidance and support to senior managers in the Division, the Unit and to relevant staff, on the Nuclear Security Fund (funding, fund-matching, reporting) and promote efficient and effective use of resources, with strong commitment to the principles of Results Based Management;
  • Lead in preparing the annual Nuclear Security Report and, working closely with SH PDIC, support the preparation of the Nuclear Security Plan.
  • Coordinate the preparation of the NSNS programme and budget proposal in line with programme and budget guidelines, and policies for the Division;
  • Coordinate regular monitoring of the programme and budget for all funding sources, from planning to implementation and reporting and ensure the delivery of donor-funded nuclear security activities in accordance with contribution agreements;
  • Provide guidance and support to relevant staff on the programme and budget process, from planning to implementation and reporting; and in doing so promote efficient and effective use of resources regardless of the source of funding and ensure that policies, rules and regulations are fully understood and correctly applied;
  • Monitor, evaluate and report on progress in terms of outcomes, including initiating review and evaluation missions, compiling mission reports, periodic reports and evaluation reports, presenting the overall achievements in interaction with other organizational units within the IAEA to high-level MS officials;
  • Plan, organize, manage and evaluate the work of the team, continuously reviewing effectiveness, focusing on priorities and driving for excellence in line with the IAEA's quality management and results-based programming approach.

Required Expertise

  • Financial Management: In-depth knowledge of budget processes and financial resources management;
  • MS Office (Word, Excel, Outlook, PowerPoint): Expert user of MS office package, particularly Excel;
  • Performance Management: Experience in supervising technical staff. Leadership and managerial skills, with the ability to adopt a strategic approach, set clearly defined objectives, plan activities/projects and provide others with a clear direction;
  • Programme Management: In-depth knowledge of the results-based management approach, and reporting;
  • Project Management: Proven ability to plan, coordinate and supervise complex technical projects in an international environment.

Asset Expertise

  • Analysis: Analytical Techniques Development of Analytic Methodologies and Processes;
  • Enterprise Resource Planning (ERP) system :Knowledge of and experience with complex financial IT systems, preferably Oracle and Hyperion;
  • National Nuclear Security Regimes: Demonstrable knowledge of the objective and essential elements of national nuclear security regimes related to sustaining a nuclear security regime.

Qualifications, Experience and Language skills

  • Master's Degree - Advanced university degree in programme management, financial management, business administration, accounting or a closely related field;
  • A minimum of seven years of progressively responsible experience in programme and budget management, accounting or financial management;
  • Some experience at the international level is required;
  • Certification from a recognized accounting body (e.g. ACCA, CA, CPA, CMA) an advantage;
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
